Chang has been Vice President-External Affairs of Hawaiian Electric Industries, Inc. since February 2007.
He joined Hawaiian Electric Company in January of 1985 as Director-Government Relations.
Mr. Chang joined Hawaiian Electric Industries, Inc. as Managing Director-Government Relations in August 1990 and became Vice President-Government Relations in April 1991.
Previously, he served as Director of the State Office of Economic Opportunity and the State Department of Social Services and Housing and as Area Manager of the US Department of Housing and Urban Development and as Managing Director of the City and County of Honolulu.
Currently, Mr. Chang is a Director for the Hawaii Medical Service Association, the Pacific Health Research Institute and the Institute for Human Services.
He had served as a Member of the State Elections Commission and the City Charter Commission.
Mr. Chang received a Bachelor's degree in Education, majoring in Mathematics and minoring in Physical Sciences from Oregon State University and a Master's degree in Social Work from the University of Hawaii.
