He is President of OTERO Global Resources, Inc. and a Member of the American Society of Cuban Economists.
Mr. Otero was President of FPS International, Co-Chairman of the Greater American Business Coalition (GABC), Vice President of the US/Panama Business Council, Secretary/Treasurer of the Hispanic Council on International Relations, and a Director of the US Hispanic Leadership Institute (USHLI).
Before FPS International, he was Deputy Undersecretary of Labor and an Assistant Secretary of Labor–Designate for International Affairs at the US Department of Labor.
Mr. Otero was appointed as the Principal Representative of the US Government at the UN-affiliated International Labor Organization (ILO) in 1994.
He worked for the Jimmy Carter Administration and the US Board of the Foreign Service.
Mr. Otero was the US Government Member of the ILO’s Governing Body and Head of the DOL’s Bureau of International Labor Affairs (ILAB) and National President of the AFL-CIO’s Labor Council for Latin American Advancement (LCLAA).
