Previously, Mr. Gallarda was Chief Executive Officer of Watershed Holdings, Inc. from 1995 to 1998 and President of Thorne Environmental, Inc. and Park Environmental Corporation from 1987 to 1995.
He served on the California Regional Water Quality Control Board.
Mr. Gallarda received a BS degree in Civil Engineering from California State University, Sacramento.
