Earl has been General Manager and Chief Executive Officer of the Illinois Municipal Electric Agency (IMEA) since January 1998.
He is Chief Executive Officer of the Illinois Public Energy Agency (IPEA) and the Illinois Municipal Utilities Association (IMUA).
Mr. Earl is a Director of the ReliabilityFirst Corporation and SERC.
He is a Member of the Executive Committee of the Transmission Access Policy Study Group (TAPS), the Advisory Committee of the Midwest Independent System Operator (MISO) and the Members Committee of PJM.
Mr. Earl is Co-Chairman of the Owners Committee for the 547 mega-watt Trimble County (I) Generating Station.
Previously, he was Vice President of the Chattanooga Electric Power and a Director of the American Public Power Association.
Mr. Earl received an undergraduate degree in Mathematics and Physics from California State University at Long Beach and a Master's degree in Electrical Engineering from Georgia State University.
