Ms. Taylor joined IFS in June 2006 and works primarily in the Operational Reviews Practice Group.
She is the former Deputy Comptroller for Legal Affairs and General Counsel to the New York City Comptroller, who serves as investment advisor to the five New York City pension funds, which collectively manage over $90 billion in assets.
Ms. Taylor supervised a staff with responsibility for implementing the pension funds' diversified investment programs and advising the Boards of Trustees on investment-related legal matters.
In that capacity, she handled complex legal transactions involving public equity, public debt and alternative investments.
She has extensive experience in fiduciary and governance matters relating to pension funds, including drafting and negotiating investment manager and investment consultant agreements, and developing investment policies and guidelines.
Ms. Taylor has conducted various educational training seminars for the trustees of the New York City pension funds in the areas of fiduciary law and governance and securities litigation.
As Deputy Comptroller for Legal Affairs and General Counsel, she was also responsible for administering the Agency's ethics policies.
Ms. Taylor is the former Senior Vice President and General Counsel of the New York State Environmental Facilities Corporation, an environmental project finance organization.
Prior to joining the Comptroller's Office, she was in private practice.
She is a graduate of Kirkland College (now Hamilton College) and received her law degree from Syracuse University College of Law.
Ms. Taylor is an active member of the National Association of Public Pension Attorneys, where she is the current co-chair of the Fiduciary and Plan Governance Committee and a former co-chair of the Securities Litigation Working Group.
